2 above.

I am of course familiar wish the rule

reforred to by Your Excellency in paragraph 5 of the letter

under reply. But a Civil Servant has a right to expect that

arrangements come to in such circumstances should be observed.

Within a very short time after the recent correspondence Your

Excellency informed me with rerret that they could not be

carried out unless I paid £50 to enable Mr. Hallifax to return.

To this opinion, expressed at the eleventh

hour, I most respectfully demurred. There was no question of

the exigencies of the service, but of the exigencies of Mr.

Hellifax's leave consequent on his unfortunate accident. There

had been an oversight in the grant of his leave, the existence

of which was apparently not present in Your Excellency's mind

at the time of the correspondence as to ir. Rees Davies'

extension of leave.

In these circumstances therefore I should

not have assented to the charms being nad: against ne. And

with deferonce I suprest that in the recommendation to the

Secretary of State the possibility of its falling on me should

not even be surested, but that it should be stated that owing

to an oversight in regard to Mr. Hellifax's leave the charge

must be borne by the Colonial Covernment.
